During an attempt by radical environmentalist Edward Earhart to destroy the plant, high school jock Ronnie Raymond, who initially supports Earhart, has a change of heart and tries to stop the sabotage. Both Stein and Raymond are caught in the resulting radiation and find themselves combined into a single, nuclear-powered form—Firestorm.

Because Raymond is conscious during the merging, his impulsive, wise-guy personality dominates Firestorm’s consciousness, while Stein’s calmer, more staid mind lends its expert scientific guidance. Years later, Stein helped the Raymond-Arkadin Firestorm fight an atomic villain named Brimstone, resulting in Stein becoming Firestorm on his own.
